日本国東京都江東区とカナダ国ブリティッシュ・コロンビア州サレー市は、両都市及び住民による文化、科学、教育、経済、行政等広範な分野における交流を推進し、相互の理解と友情の絆を深めることにより、両都市住民の福祉の増進を図るとともに、日本、カナダ両国間の親善を促進し、さらに世界の平和と繁栄に貢献することを願い、ここに両議会の賛同のもとに姉妹都市として、提携することを盟約する。

COVENANT
The Ward of Koto，Metropolis of Tokyo，Japan and the Corporation of the District of Surrey，British Columbia，Canada，shall endeavor to deepen mutual understanding and friendship between their communities．
Each will support exchange visits of their citizens in such fields as culture，science，education，commerce and government administration， as well as to promote the welfare of the citizens of each city．We hold the firm belief that such exchanges will strengthen the ties of friendship between Japan and Canada，and will contribute toward the peace and prosperity of the world．
Koto Ward and Surrey，with the approval of the municipal assembly of each party，do hereby pledge to co-operate with each other as Sister Cities．
